Mr. Yang Weimin was born in 1956 in Changchun City of Jilin Province. He graduated from Jilin University in 1982 and majored in Economics. He has successively served as Deputy Director and Director of the National Development and Reform Commission (NDRC) Planning Division, then as Deputy Secretary and Secretary General of the Commission. Later he joined the Office of the Central Leading Group on Financial and Economic Affairs as Vice Minister.

Mr. Yang has long been engaged in the study and decision making of the country’s long-term planning and macro-economic policies, and is one of the main participants and authors of a series of China’s major planning documents and policies, including the “National Five Year Plans”, the "National Main Functional Area Planning", the “Restoration and Reconstruction Plan after Wenchuan Earthquake”. He took part in the drafting of the reports on the Eighteenth National Congress of the CPC as well as the Third Plenary Session of the Eighteenth Central Committee, and served as a member of the Central Delegation Group. His other engagements include the drafting of plenary speeches for the Central Economic Work Conference and the Central Urbanization Work Conference, as well as analysis on macro-economic development trends, research and policy making on economic, ecological and civilization problems.
